Governor Buni signs law on YAPPPIP


Governor Mai Mala Buni had on Thursday 28th December, 2023 signed into Law, a Bill to provide for the establishment, functions and powers of Yobe State Agency for Public Private Partnerships and Investment Promotion (YAPPPIP).

This is contained in a press release from the
Press Secretary to the Secretary to the State Government,Shuaibu Abdullahi, and made available to our correspondent in Yobe state.

The Agency will provide the participation of the private sector in the financing, construction, development, operation, management or maintenance of infrastructure or development project of the government, through concession or other contractual arrangements

The projects covered includes;
Build-Operate and Transfer(BOT), Build-Own-Operate (BOO),Build-Own-Operate and Transfer (BOOT), Joint Development Agreement (JDA), Design-Build-Own-Operate and Transfer (DBOOT) as the case maybe.

The Law, cited as “Yobe State Agency for Public Private Partnership and Investment Promotion Law 2023”, is with effect from December 28th ,2023.

The law was passed in furtheeance of the foresight and commitment of the administration of Buni towards providing efficient, fair and transparent business environment for the private sector to strive.

With such formidanle legal framework, an equitable and level playing grow has been enabled to accelerate the phase of Yobe state economic recovery and transformation through safe inflow of local and foreign direct investments.

Buni also signed two Executive Orders namely: Establishment of Grievance Redress Mechanism for Trades Related Matters.

The second is Promotion of Transparency and Efficiency in the Business Environment, pursuant to implementation of Business Enabling Reforms Action Plans of the State.
